China has launched a new 2025–2027 action plan to improve employment opportunities for people with disabilities.
On July 16, Chinese authorities introduced the Three-Year Action Plan for Promoting Employment of Persons with Disabilities (2025–2027). The plan aims to improve job quality and expand employment opportunities for people with disabilities.

According to the China Disabled Persons’ Federation (CDPF), efforts in recent years have focused on strengthening services for employment and entrepreneurship. These initiatives have helped many disabled individuals enhance their job skills and find work.
From 2022 to 2024, China added 1.648 million new jobs for people with disabilities in urban and rural areas. During the same period, the employment rate for people of working age with disabilities rose by 4.8%.
Over the past three years, 1.427 million disabled individuals received official skills training. The employment rate for college graduates with disabilities has stayed above 85% for five consecutive years.
However, challenges remain. Many disabled job seekers still face difficulties finding stable work. Job quality is often low, and labor rights are not always well protected. Stronger support systems are still needed.
Disability care businesses are growing
Data from business platform Tianyancha shows that China now has over 8,900 registered companies focused on disability care. Four provinces—Guangdong, Sichuan, Hunan, and Hebei—together account for more than 4,800 of these businesses, or about 53.8% of the national total.
