Hainan High Officer Urges Local Officials to Break Rigid Mindsets to Build the Free Trade Port

Shen Xiaoming, secretary of the CPC Hainan Committee urged local officials to emancipate the mind, dare to explore, dare to foster innovation, and break rigid mindsets to forge ahead the building of the free trade port with distinctive Chinese features on an important occasion recently.

Hainan, the biggest special economic zone in China is promoting the building of the free trade port.  The mission is arduous and complex, without any ready experience to follow.

Shen Xiaoming highlighted that the growth path of Hainan Province as a special economic zone over the past 3 decades demonstrated that fast and sound development could be achieved when people’s minds were emancipated and bold innovation and exploration were undertaken, while an adverse result would be seen when people became conservative, timid and rigid.

Hainan, at the key stage of comprehensively deepening the reform and opening up and building a free trade port with distinctive Chinese features, demands to emancipate the mind and make bold exploration and innovation with greater urgency than in any other historic stage.

Hainan should learn from both successful practices at home and good experience from abroad, make bold exploration and stick to grounded work, and resolutely avoid innovation of no practical use and innovation with isolated and limited impact, so as to promote high-quality economic and social development.

What should be done to emancipate the mind, dare to explore, and dare to foster innovation?  Shen xiaoming pointed out that Hainan must learn from the advanced experience from home and abroad with an open mind, speed up systematic integration and innovation, then give full play to the "invisible hand" of the market and the "visible hand" of the government. For issues that could be solved by market and society, the government should delegate power and put support and service in place. While for issues the market is incapable of providing efficient solutions, the government should take initiative to "fill the position" in time, fully unleash the vitality of the market and the creativity of the people.
