China Sees Strong Surge in Returning Overseas Students in 2024

China reports a sharp rise in returning students from overseas in 2024, reaching 495,000 returnees.

China has seen a strong increase in overseas students returning home. According to the Ministry of Education, 495,000 Chinese students returned in 2024, up 79,400 from 2023, according to CNS. This marks a 19.1% year-on-year growth. As a result, the country is experiencing faster talent inflow and stronger interest in its innovation environment.

Chunhui Program Launches New Initiatives

The data was announced during the 30th Anniversary of the Chunhui Program and the 2025 Chunhui exchange event for Chinese students studying overseas innovation and entrepreneurship held in Shanghai. The Chunhui Program supports Chinese students and researchers overseas to return and contribute to China’s development.

During the event, the Ministry released the 2025 list of outstanding innovation and entrepreneurship achievements and the 2026 innovation target list. In addition, it introduced the Chunhui Initiative and the Chunhui Partner Network. These efforts aim to build a more efficient, supportive, and long-term ecosystem for overseas Chinese talent. At the same time, they provide clear pathways for professionals who want to innovate, start businesses, or work in China.

Strengthening Global Connections

Earlier this month, the 3rd Overseas Chinese Talent Conference for Development was held in Fuzhou. The event attracted more than 1,000 experts, scholars, and representatives from 39 countries and regions, highlighting a younger and more international generation of Chinese professionals.

The conference resulted in over 100 intended technology cooperation projects and showcased 450 high-tech achievements. Meanwhile, 20 new overseas talent service stations were established. Organisers also reached over 300 recruitment intentions and followed up with nearly 500 overseas PhD holders. In total, 35,000 job openings were released, including 5,000 high-level positions, offering new opportunities for global Chinese talent.

China is expanding channels for overseas Chinese professionals to engage with the country’s development. With stronger policy support, more innovation platforms, and better global networks, China is sending a clear message: overseas Chinese talent is welcome, valued, and needed.
