China Welcomes Its First Independent Foreign-Run University

China’s first independent foreign-run university, Hainan Bielefeld University (BiUH), opens its permanent campus, offering four key programs.

On August 23, Hainan Bielefeld University of Applied Sciences (BiUH) officially opened its permanent campus in Yangpu Economic Development Zone, Hainan, welcoming its first students. BiUH is China’s first independent higher education project run by a foreign public university.

The university, a German public institution, began enrolling students in September 2023 at a temporary campus in Lingshui International Education Innovation Pilot Zone. In mid-August 2025, it moved to its permanent campus.

BiUH currently offers four programs: Computer Science, Digital Technologies, Industrial Engineering, and Logistics Engineering. The university aims to train students with international perspectives in science and engineering.

The first phase of the permanent campus covers about 300 acres and represents an investment of 1.04 billion RMB. It includes a welcome centre, teaching buildings, laboratories, a student centre, dormitories, faculty apartments, and a sports field. The campus can accommodate over 2,500 students, offering a modern and comfortable learning environment.

The opening of BiUH marks a new milestone in China-Germany higher education cooperation and contributes to Hainan’s development as an international education hub.
